At the very least, Lazar was given a green light by government/military to put his UFO story out there. Either for disinfo or whatever. I can't remember all of his specific info - it's been a while since I delved into his story. He was mainly around in the late 1990s.

Lazar was all over the news media and television everywhere for a few years back in the 1990s. This wouldn't happen if he were an "authentic" or true 100% whistleblower. He was allowed to share this story because it gave the message to the rest of the world that America had advanced technology etc. It's like psychological warfare type of stuff - a little bit of truth, mixed with lies as well.
i cannot see that there will be 100% efficiency at all. and people that know physics know that 100% efficiency is transforming heat into electrical energy know it's not gonna happen.
