Yes, absolutely - Ken Kesey himself said it was a cosmic joke, of sorts, or something to that effect, that the CIA is what turned the world onto LSD in the first place. Because the CIA funded/sponsored the initial LSD research that eventually inspired Kesey and the Merry Pranksters, the Grateful Dead, the overall hippie movement etc.

"double dip" is a purely marketing term. blotters can only absorb so much. "dipping" them twice != double strength.
i know as i asked a guy that made the stuff from the 70's to the late 90's and he laughed and explained it's all in the strength of the liquid the blotters are dipped into

Interesting - yeah I remember you mentioning that. I am very unfamiliar with all of the underground networks of chemists and the black market for drugs, but I do know that in Vancouver, Canada you can now go to head shops and buy LSD, DMT and magic mushrooms (including a potent strain called McKenna!).
