Dodging won't work. If they really want to get you, they will. Don't get on their radar, but if you do, don't stay on it for long. A single person alone stands no chance if you really piss them off.
The best way to deal with their rampant and increasing criminality is to be aware of it and not be a victim. Stick with like minded people and live your life the way you want, not the way the criminals want, or the way that sheep are living.
Most people who can wake up, have already. At least they know something is very wrong with the world. If they don't know that by now, they're just NPCs, a waste of groceries. The curious, recently awakened could use ConCen to see how many rabbit holes there are, and how deep they really go ...
