supervised drug consumption sites...
are quite common in the EU and the UK. The reasoning behind it being it costs less money than it would otherwise and lowers the death rate.
Switzerland, Portugal and the UK have them to mention a few.

I don't really have much of an opinion on it but here as it's a health issue and we have the National health Service then it comes under that i suppose.
