It is very interesting. I had not heard of it before. I also did not realize Johann Hari had been on JRE and talked about drug addiction - although I did know he had a book about the war on drugs prior to his recent book 'Stolen Focus'.

The general premise of the theory is pretty much explained right away in the first few minutes of the documentary. The rest are little stories about various country's issues with the war on drugs and drug addiction in general.
Rats in a small cage, isolated with nothing but water and/or morphine, largely would hit the morphine over and over again. Until they died, some of them. But rats in an elaborate fun-filled park took to the water more. The isolation of the cage is a metaphor for poor living conditions for humans as well...
