From scientists involved in testing the equipment, to manufacturers in third world countries who shipped these defective voting machines to the United States, Dan Rather Reports presents new information showing that these defective machines may have altered the outcome of multiple elections.

The second half deals with the ballots made by Sequoia Voting Systems in Exeter California for the 2000 elections, with employees reporting being forced to produce substandard and out-of-spec ballots, which were sent specifically to Florida. This appears to have been at the root of the infamous hanging chad problems that led to the hasty passage of the Help America Vote Act, and sudden demand for lots of touch screen voting machines, obligingly also sold by Sequoia.
