I have to add how INCREDIBLY RARE THIS DOCUMENT IS. Even the 1978 Book was selling for up to $200 / copy however this document was extremely more rare than that. Only a single copy would surface in the book archives every once or twice a year some for as much as $650 / copy. Compounding with active Agency operations to have every copy destroyed.
