Statement from Dr. Terry Robertson
on Directed Energy Weapons

I graduated from the University of Kansas with a BA in Biology in 1987. I received my doctorate in medicine (MD) from the University of Kansas School of Medicine in 1991. Subsequently, I completed an internship in Internal Medicine in 1992 and a residency in Anesthesiology in 1995, both from Kansas University Medical Center. I am a board certified anesthesiologist who has been in private practice since 1995. I am also the past president of the Kansas City Society of Anesthesiologists.

Since 2008 I have served as Chairman of the Medical Committee for Freedom From Covert Harassment and Stalking (FFCHS). FFCHS is a non-profit organization formed in 2005 that is an advocacy and support group. The primary goals of this organization are:

1. To educate the public about the lack of laws that specifically criminalize or otherwise prohibit research or experimentation on human subjects without obtaining prior informed consent

2. To educate the public about the history of human rights abuses that have occurred in the United States in conjunction with human subjects testing and that such abuses appear to be ongoing. These abuses have involved research funded or conducted by US military and intelligence agencies and their private contractors, particularly in regards to the development of biochemical weapons, nuclear weapons and radiation testing, and methods of psychological interrogation and torture. The latter would include admittedly highly unethical prior programs such as MK-ULTRA.

3. To educate the public that US military, intelligence agencies and third party contractors have been developing Directed Energy (DE) technologies that can interact with human organisms with such research dating back to the 1950's. Such technologies have the capability to cause injury to organ systems, influence psychological behavior, or be used as communications systems in a silent manner that is perceived only by the intended target. These technologies can be used in a covert fashion that makes it difficult to track the user. The voice induction technologies can be used on unwitting targets to induce or mimic mental illness.

4. In addition to education, FFCHS is actively pursuing measures to help enact protective legislation against the abusive use of such technologies and nonconsensual human experimentation. In addition, it is felt that investigation of the abusive and criminal use of such technologies on unwitting subject needs to be initiated.

FFCHS is composed of over 1,000 paying members and continues to grow. The membership consists of members from all 50 states and several other countries, emphasizing that this issue is occurring worldwide, though it appears to be more prevalent in the United States. Most of these members are individuals who have complaints consistent with being subjected to DE technologies. In addition, many of these individuals have complaints of being subjected to organized stalking campaigns.

Together, the entities of Electronic Harassment (EH) and Organized Stalking (OS) appear to be used in conjunction as a program of psychological destruction to the detriment of the targeted victim. FFCHS provides an outlet for these individuals to provide support for each other and to share ideas on the best ways to achieve public awareness of the above stated issues.

With massive public education and hence public pressure, it is the belief of the FFCHS that public policy change can occur to preserve the basic rights inherent to each individual and to protect each individual's health.

I first became involved in researching these topics after several individuals I personally know had complaints consistent with being subjected to these technologies. Since I found these individuals to be sound and credible, I began literature searches to explain their complaints. What I have found is that there is a large body of literature to support the assertions that the members of FFCHS have made. Without doubt there exists an environment in the US that allows the development and use of technologies that can be used to influence and control human behavior unwittingly, to discredit and control political adversaries and dissidents, or to cause the destruction of individual lives and careers. The growing numbers of complaints suggests that this environment is being nurtured and is escalating out of control. In addition to the psychological toll taken on the individuals, concerns must be raised about the biological effects these DE systems cause on individuals.

Known effects of prolonged EMR exposure include increased risk of cancer, DNA damage, and immune system suppression among others. As a physician I have concern these individuals are at increased risk.

Since many of these technologies have stated effects and purposeful intention of mimicking mental illness, the criteria for the evaluation of mental illness need to be readdressed. As a medical student and physician-in-training I was never made aware of the existence of such technologies or unethical experimentation programs. I have to assume that most other physicians were not either. Because the technology exists to create a factitious mental illness such as schizophrenia or delusional disorder, the lines have been blurred as to who may or may not truly have a mental illness, and these lines need to be clearly redefined taking into consideration this information. With that said, I feel it is important that those individuals who truly suffer from mental illness get the help they need from the trained professionals who can help them best.

My research has included literature searches, interviews with a multitude of self-proclaimed targeted victims, personal conversations with former DoD and federal intelligence personnel, and personal conversation and consultation with former military intelligence personnel who now specialize in tracking and developing countermeasures to these continually evolving technologies. The literature is well documented and speaks for itself, the personnel are credible, and the victim's stories have too many similarities to be discounted. I will stress that at no time have I ever been involved in unethical nonconsensual research or the development of any of these aforementioned technologies. My interest is driven out of my concern for those adversely affected and the truly diabolical potential application of these technologies and their effect on mankind as a whole.

I strongly suggest that any individual who believes they may be victimized by these technologies, cynics such as doubting family members or friends, or other concerned members of the public visit the FFCHS website and get educated. Once you've educated yourself I firmly believe that all doubt will be removed from your mind that this could happen to anyone, including you.
