This monograph was originally delivered as a Legal Opinion,
"Mullins on the General Welfare Clause of the Constitution of the
United States" at the Observance of the Eightieth Anniversary of the
Secret Writing of the Federal Reserve Act in the Jekyll Island Club,
Jekyll Island, Georgia. It was given by Eustace Mullins in the Federal
Reserve Room at the meeting of the Lawrence Patterson Financial
Strategy Organization under the auspices of "Criminal Politics", on
February 1, 1991."
