This was an Alex Jones, Mike Hanson movie that was never released or sold.

It has the full footage of the Nelda Wells Spears interview. The full footage of the Joe Campana story, and the story of how the city fined a guy for three inch grass while city council members houses were overgrown with weeds and vines.

Notes:
An Alex Jones documentary from 1999,unearthed in 2010 by Mike Hanson (who produced it), supposedly unreleased although I can't really find a reliable source on that.

Figured I would post it since it was never posted here and I'm sure there's some people who'd like to see it.

The description is the best I could find, it was taken from the Jack Blood forum of all places.
