It took me over 1:20 hrs to download this 327MB .aiff file which is a recording of a ~2 hour interview by telephone, as described above.
In the interests of humanity I fed it to WinFF with the frugal settings as for my David Pidcock/BCR torrent --

16kbps -- 22050kHz -- Mono -- CBR

- and the 13.7MB mp3 file is the result. On playback the intro music wavers a bit but when I played the .aiff file it did too.
Likewise the .aiff music cuts off fairly abruptly at the end and so does the mp3.

www.archive.org hosts .mp3 files so I don't know why they are hosting speech recording files like this. But it might explain why their download speeds, for me at least, are quite slow.

The .mp3 is slightly echoey but perfectly intelligible and the sound quality of the .aiff isn't that great itself. As the .mp3 is only 13.7MB compared with 327MB, if you have a slower connection it may be worthwhile, despite its limitations.
