Film I believe from CBC/Canada? About MK-Ultra research conducted in Canada in the 50s by Dr. Ewen Cameron, and a bunch of victims suing the CIA successfully for destroying their minds and lives. There's a super grainy 240p up on YouTube, hoping someone has archived better.
Sorry, all I could find was a drama/history movie of that title and a horror film called The Sleeper Room...
evidently, that first one you mention is a dramatization of the related story: "Based on a true story, this production relates the tale of two American lawyers who try to bring the U.S. government to its knees. In the early 1950s, the CIA funds a Montreal psychiatric hospital to do some research on mind control. Thirty-some years later, the patients want justice..."

You're right. That might actually be worthwhile for a movie to watch - even if it is over 3 hours long!
There is a copy here but it's super unwatchable, I swear I had a 480P downloaded years ago but it seems not to have survived. A little long, but man what a story, really powerful stuff. And really a fk'n nightmare what they did to those people. Imagine going in for a little postpartum depression, and being kept in a coma on barbiturates for two months, given electroshock, "psychic driving" i.e. headphones on listening to brainwashing on a loop, LSD too, until you needed to re-learn your life starting from diaper training, and never remembering your children. Movie told the entire story down to the end where the survivors collected some retribution from the CIA 30 years later.

Psychiatry by itself is a nightmare, at least as I and many close to me have experienced it - let alone any sort of mind control experiments! I can get a x264 / MKV / DVD / 600x448 / copy of the movie, but I would have to add it as a Filemail.com download in the comments here if you want it - or PM. I couldn't find any documentary of the same name...
