I am not sure if you aware but there is no sign up option anywhere for the tracker or forum.

Sign ups are currently closed. An account is only needed to post comments or upload torrents.
The site is close to having a massive upgrade to the torrent handling side. Once this is implemented, other features will be rapidly implemented, turning the site into a very nice library for both experienced researchers and newbies.
