Now I don't know where that quote is taken from exactly, but that's what Philip Corso Jr. said about it, in regards to secret activities on the moon, dating back to the 1960s. All I know is that what the public sees of NASA and things of that nature (not back to the moon in over 50 years, yadda yadda), is indicative of there being a clandestine "secret space program". For that I am quite certain. There are people who believe humans are quarantined on Earth by alien intelligence agendas, but the moon apparently does actually have some activity on it, if you were to believe the whistleblower testimony of Sgt. Karl Wolfe:
