Exclamation  Canada and US Border, Security, Military, Trade and Law Integration
On March 13th, 2011 the Canadian Government announced a public consultation process of 29 working days for the Declaration made by Prime Minister and President Obama that will further merge Canada with the United States.

Canadians have only until April 21, 2011 to submit their thoughts on the proposed integrated border plan that includes this statement,

"In order to promote mobility between our two countries, we expect to work towards an integrated Canada-United States entry-exit system, including works towards the exchange of relevant entry information in the land environment so that documented entry into one country serves to verify exit from the other country."

The Declaration on a Shared Vision for Perimeter Security and Economic Competitiveness states four primary objectives:

1) Addressing threats early

2) Trade facilitation, economic growth and jobs

3) Integrated cross-border law enforcement

4) Critical infrastructure and cyber security

The full details of the plan are not available on the website, nor is there any mention on who comprises the "Beyond the Border" working group.

More information and more time on this important change must be made accessible and known to the citizens of Canada.

The Canadian Action party is concerned about the potential threats that this declaration has on our National Sovereignty and is demanding the following:

1) An extension of the public consultation process

2) A list of the members that comprise the Beyond the Border working group

3) The full text of the Declaration signed by Prime Minister Harper and President Obama

We are asking all Canadians to "Spring for Our Sovereignty" on March 21st, 2011 to make the public aware of this consultation process. To ensure it is not rushed through without the input of the Citizens of Canada.

RE: Canada and US Border, Security, Military, Trade and Law Integration
Well it seems that this is finally coming to a head. An announcement by the Prime Minister of Canada is scheduled for Wednesday December 14th, 2011.

I thought that the dissolution of the Canadian Wheat Board was a good thing in getting rid of a restrictive monopolistic price control, distribution and marketing entity; kind of caught me pleasantly off-guard -- but it appears it will merely be replaced with another mandatory commodity exchange process, eggs and dairy would soon follow. This likely plays into the pending CETA (EU) and Asia Pacific trade agreements.

Seems that the farmers saw this coming and voted to keep the CWB intact. More on that illegal move and subsequent actions here:

Future of the CWB (includes Government appeals, plebicites and updates)

That's merely one angle of this landmark decision for advancing the North American Union agenda. Speculation states there will be a harmonization of trade, health, security laws via the formation and/or cooperation of committees from the US and Canada but we haven't even seen a draft of the agreement yet and all meetings have been behind closed doors. Canada had announced (whispered) that Canadians had a chance to be heard back in mid March this year (posted upthread). CBC did provide some coverage this week but their featured section on the deal only highlights the cross border security component the Toronto Star does the same highlighting only the Beyond the Border Working Group of the pending multi-pronged dual-committee agreement so you could miss the Regulatory Cooperation Council aspect if you are not looking the information yourself.

These are the two committees involved in the deal:

Beyond the Border Working Group
* Part 1 - Addressing Threats Early
* Part 2 - Trade Facilitation, Economic Growth and Jobs
* Part 3 - Cross-Border Law Enforcement
* Part 4 - Critical Infrastructure and Cyber-Security

Here's the Alex Jones take on it video.

Speculators Everything from a joint police force, biometric border security to Canada allowing GMOs, Growth Hormones and Pesticides that conform more to FDA standards which was pretty much passed with C-36. There is a Military Cooperation agreement already in place as evidenced by RCMP forces being used to enforce US laws on terrorism (CTV video) and the precedent setting display that sent Marc Emery south on marijuana seed distribution charges.

RE: Canada and US Border, Security, Military, Trade and Law Integration
Yeah it got the green light. Next Step - legislation (or not) and the Formation of an empowered Canada/US committee to oversee its implementation. Namely the Beyond the Border Working Group (BBWG). The BBWG will be composed of representatives from the appropriate departments and offices of our respective federal governments.

The intent of the BBWG is to report to their respective Leaders in the coming months, and after a period of consultation, with a joint Plan of Action to realize the goals of this declaration, that would, where appropriate, rely upon existing bilateral border related groups**, for implementation.

The BBWG will report on the implementation of this declaration to Leaders on an annual basis. The mandate of the BBWG will be reviewed after three years.

**existing bilateral border related groups such as:
o Canada and the North American Free Trade Agreement
o Canada's International Market Access Report - United States
o The Canada-U.S. Trade and Investment Partnership
o Integrated Border Enforcement Teams (IBETs)
o Free and Secure Trade (FAST)
o Advance Passenger Information (API)
o Shiprider Program
o Canada-U.S. Cooperation on Critical Infrastructure
o NEXUS
o Partners in Protection (PIP)

Which relate to just about every government department.

The Canada-U.S. Regulatory Cooperation Council (RCC) will also likely be involved.

With the conclusion of the 12th meeting of the perimeter security joint crime forum between Canada and the U.S. it is official..the border will be removed and law enforcement integrated to work together. A quote that stands out in relation to this thread:

Harper Wrote:With President Obama, we are really embarked on an unprecedented exercise, the Beyond the Border Initiative and also the Regulatory Cooperation Council. An unprecedented effort at FURTHER INTEGRATION and the THINNING of the border.

The whole 45 minute interview is a must listen (between the words) for any Canadian and most Americans.

Quote:US/Canada Border Conference!
September 12 and 13th 2013

On February 4, 2011, President Obama and Prime Minister Harper announced the United States-Canada joint declaration, Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness. Beyond the Border articulates a shared approach to security in which both countries work together to address threats within, at, and away from our borders, while expediting lawful trade and travel. The US/Canada Border Conference will bring together local, state, provincial and federal agencies, as well as business organizations, in a central location convenient to both nations, to advance this significant agenda between the United States and Canada.
