This is Jonathan Marshall's amazing book Drug Wars - Corruption, Counterinsurgency and Covert Operations in the Third World (1991) which examines why U.S. drug policy overseas has worked as an inducement to (rather than a restraint upon) the largest drug production boom the Third World has experienced in the modern age. In this hard-hitting and thoroughly documented survey Marshall demonstrates how U.S. support for counterinsurgency in the Third World has crippled attempts to control the drug growers, in fact contravening the domestic "Just Say No" campaign. With attention to corruption in drug-producing nations such as Mexico, Peru, and Thailand, he examines the U.S. role in training drug warriors and security forces in various Third World countries. He then questions whether the overriding U.S. preoccupation with the spread of communism in this hemisphere has not impelled our country to strike alliances with the very people who have profited most from the narcotics empires of contemporary Asia and Latin America. The drug policy being one of the most important foreign policy questions of our day the author shows case by case that America's enormously costly war to stop drugs at their source has been hypocritical and ineffective. An important and timely book, Drug Wars describes how drug control has been held hostage to larger U.S. foreign and security policy interests throughout the Cold War.
