I heard something similar in paying traffic tickets in Canada via putting it on his birth certificate which is really supposed to be a share entitlement of the value of Canada and its resources. It was compiled by some Canadian freeman guy but the link I had was scrubbed from YouTube.

Maybe someone has a backup link to that one..?
