On March 13th, 2011 the Canadian Government announced a public consultation process of 29 working days for the Declaration made by Prime Minister and President Obama that will further merge Canada with the United States.
Canadians have only until April 21, 2011 to submit their thoughts on the proposed integrated border plan that includes this statement, "In order to promote mobility between our two countries, we expect to work towards an integrated Canada-United States entry-exit system, including works towards the exchange of relevant entry information in the land environment so that documented entry into one country serves to verify exit from the other country." The Declaration on a Shared Vision for Perimeter Security and Economic Competitiveness states four primary objectives: 1) Addressing threats early 2) Trade facilitation, economic growth and jobs 3) Integrated cross-border law enforcement 4) Critical infrastructure and cyber security The full details of the plan are not available on the website, nor is there any mention on who comprises the "Beyond the Border" working group. More information and more time on this important change must be made accessible and known to the citizens of Canada. The Canadian Action party is concerned about the potential threats that this declaration has on our National Sovereignty and is demanding the following: 1) An extension of the public consultation process 2) A list of the members that comprise the Beyond the Border working group 3) The full text of the Declaration signed by Prime Minister Harper and President Obama We are asking all Canadians to "Spring for Our Sovereignty" on March 21st, 2011 to make the public aware of this consultation process. Well it seems that this is finally coming to a head. An announcement by the Prime Minister of Canada is scheduled for Wednesday December 14th, 2011.
I thought that the dissolution of the Canadian Wheat Board was a good thing in getting rid of a restrictive monopolistic price control, distribution and marketing entity; kind of caught me pleasantly off-guard -- but it appears it will merely be replaced with another mandatory commodity exchange process, eggs and dairy would soon follow. This likely plays into the pending CETA (EU) and Asia Pacific trade agreements. Seems that the farmers saw this coming and voted to keep the CWB intact. Speculation states there will be a harmonization of trade, health, security laws via the formation and/or cooperation of committees from the US and Canada but we haven't even seen a draft of the agreement yet and all meetings have been behind closed doors. Canada had announced (whispered) that Canadians had a chance to be heard back in mid March this year (posted upthread). CBC did provide some coverage this week but their featured section on the deal only highlights the cross border security component the Toronto Star does the same highlighting only the Beyond the Border Working Group of the pending multi-pronged dual-committee agreement so you could miss the Regulatory Cooperation Council aspect if you are not looking the information yourself. Yeah it got the green light. Next Step - legislation (or not) and the Formation of an empowered Canada/US committee to oversee its implementation. Namely the Beyond the Border Working Group (BBWG). The BBWG will be composed of representatives from the appropriate departments and offices of our respective federal governments.
The intent of the BBWG is to report to their respective Leaders in the coming months, and after a period of consultation, with a joint Plan of Action to realize the goals of this declaration, that would, where appropriate, rely upon existing bilateral border related groups**, for implementation. The BBWG will report on the implementation of this declaration to Leaders on an annual basis.
