Wheeler, who served as an Army staff officer in Vietnam, later worked in the Reagan and both Bush administrations and helped lead efforts to build the Vietnam Veterans Memorial wall in Washington. He also was the second chairman and chief executive officer of Mothers Against Drunk Driving.

His body was discovered Dec. 31 as a waste management truck emptied its contents at the Wilmington-area landfill. His death has been ruled a homicide.

Police have determined that all the stops made by the garbage truck on Friday before it arrived at the landfill involved commercial disposal bins in Newark, several miles from Wheeler's home in the historic district of New Castle.

Newark, Del. police spokesman Lt. Mark Farrall said investigators had been to Wheelers' house, which was roped off with police tape after his death, but that it could not be considered a crime scene.

"We don't have a crime scene at this point in time," said Farrall, adding that investigators still do not have any leads in the case.

Farrall said initial police reports that Wheeler was last seen getting off an Amtrak train in Wilmington last Tuesday were incorrect.

"The information that we have is that he was scheduled to take a train from Washington, D.C., to Newark on the 28th. We don't know if that occurred," Farrall said, adding that investigators don't know how long Wheeler might have been missing before his body was found, or where and when he was last seen.

Asked why Wheeler had not been reported missing, Farrall said the family was not in town at the time.

"That's why there was some delay in notification," he explained.

A graduate of the U.S. Military Academy at West Point, Wheeler went on to study at Harvard Business School and Yale Law School.

Richard Radez, a longtime friend who also graduated from West Point and Harvard Business, said he exchanged e-mails with Wheeler on Christmas. On the day after Christmas, Wheeler sent Radez an e-mail expressing concern that the nation wasn't sufficiently prepared for cyber warfare.

"This was something that had preoccupied him over the last couple of years," Radez said.

James Fallows, a national correspondent for The Atlantic magazine, wrote in an article on the magazine's website that he had known "Jack" Wheeler since the early 1980s. A photo on the website shows a youthful, businesslike Wheeler in a dress shirt, tie and suspenders, in front of a map.

Wheeler, Fallows wrote, had spent much of his life trying to address "what he called the '40 year open wound' of Vietnam-era soldiers being spurned by the society that sent them to war."

Fallows told The Associated Press that Wheeler had been focused recently on getting ROTC programs restored at prestigious universities such as Harvard and Stanford.

He also exchanged e-mails with Wheeler over Christmas, and said Wheeler was concerned about the separation of the military and educational institutions that stemmed from the Vietnam War and continued through the debate over the "don't ask, don't tell" policy preventing gays and lesbians from serving openly in the military.

With the recent Senate vote to end "don't ask, don't tell," Wheeler saw no further impediments to restoring ROTC programs on college campuses, Fallows said.

The son of a decorated Army officer, Wheeler followed in his father's footsteps at West Point. His military career included serving in the office of the Secretary of Defense and writing a manual on the effectiveness of biological and chemical weapons, which recommended that the United States not use biological weapons.

Author Rick Atkinson, whose 1989 book "The Long Gray Line" featured Wheeler as a prominent member of West Point's Class of 1966, called him an extraordinarily intelligent and intense man who relentlessly pursued causes.

"Some of his pursuits were quixotic but others were magnificent," Atkinson said, citing the Vietnam Veterans Memorial as Wheeler's greatest achievement. He said the monument wouldn't exist had Wheeler not used his organizational skills to steer the project through a brutal political fight.

Wheeler retired from the military in 1971, and went on to serve in the administrations of Presidents Ronald Reagan and George H.W. Bush, including at the Securities and Exchange Commission. He also was a special assistant to the Secretary of the Air Force under President George W. Bush. He recently worked as a consultant for The Mitre Corporation, a nonprofit based in Bedford, Mass., and McLean, Va., that operates federally funded research and development centers.

"He was just not the sort of person who would wind up in a landfill," said Bayard Marin, an attorney who was representing Wheeler and his wife, Katherine Klyce, in an ongoing legal dispute with a couple wanting to build a home near the Wheelers' in the historic district.

"He was a very aggressive kind of guy, but nevertheless kind of ingratiating, and he had a good sense of humor," Marin said.

Telephone messages left for Klyce at the couple's New Castle home were not immediately returned Monday. Attempts to reach Klyce at the couple's New York City apartment were not successful.

Newark police have identified the body discovered on New Year’s Eve at the Cherry Island Landfill as 66-year-old John P. Wheeler of New Castle.

Wheeler, who lived part time in Old New Castle, worked as a defense consultant and had a long and decorated military career that involved working in the Reagan and George W. Bush administrations.

Wheeler also served as chairman of the Vietnam Veterans Memorial Fund, which built the wall in Washington, D.C.

His death has been ruled a homicide.

Newark police have had a crime scene unit at Wheeler’s home at 108 West Third St. in Old New Castle all day today, with crime-scene tape roping off the prominent three-story brick home with black shutters.

Friends and neighbors were shocked to learn Wheeler had been murdered.

“This is just not the kind of guy who gets murdered,” said Bayard Marin, a Wilmington attorney who represented Wheeler. “This is not the kind of guy you find in a landfill.”

Wheeler worked in Washington, D.C. and investigators have determined he was on an Amtrak train from Washington to Wilmington on Tuesday, said Newark police Lt. Mark Farrall.

“The last place they can put him is getting off the Amtrak train in Wilmington,” Farrall said.

The MITRE Corporation is described on its website as a ”trusted adviser to the U.S. military, MITRE’s Defense International Operations program also develops command and control and engineering solutions for NATO members and other U.S. allies.”

John Wheeler is a defense consultant. He served as the Special Assistant to the Secretary of the Air Force, Washington, D.C. from 2005-2008, when he became the Special Assistant to the Acting Assistant Secretary of the Air Force for Installations, Logistics and Environment. His mission was to carry out tasks and monitor programs in support of goals as directed, and support the Air Force Secretariat with data gathering, team organization, liaison, analysis and/or options for action. This is all based on a GRU report. The Glavnoye Razvedyvatelnoye Upravleniye (ГРУ, Russian for "Main Intelligence Directorate") is a Russian military intelligence organization (in existence since 1918) ~wiki.

I can't find this document anywhere in any language and the US report it refers to is unnamed and obscure. I contact ed the SVR but no replies yet - have a shot yourself if you wish*. I've been trying to contact the Canadian Embassy in Russia to get them to contact the GRU (but they are on Holiday).

The EU Times is very anti-American in its reporting - like Wikileaks or Russia Today (RT) and there is likely the taint of propaganda on this story. It seems to fit a plausible explanation and he has bloodlines dating back pretty far and deep in the heights of power, particularly in the Military and in Politics (search: Wheeler).

Update at 6:40, central time, on 1/5/11: A trusted source tells us that the European Union Times (EU Times), from which the following story came, is a neo-Nazi publication that probably is not to be trusted on the John P. Wheeler III murder story.

EU Times has a slick-looking Web site, and on its "About" page, it claims to be "an international newspaper based in Europe with operational branches in America and Canada. Our online edition of The European Union Times (also known as The EU Times) is constantly updated to bring you the top news stories from around the world." That sounds legit, and it fooled us the first time around.

But upon closer review, you see a regular diet of anti-Zionist pieces, such as one titled "If Obama Could Put America's Own Real Interests First." That piece includes this:

As things are he can’t because of the stranglehold on American policy for Israel/Palestine of the Zionist lobby and its stooges in Congress, the mainstream media and many institutions of state including the Pentagon and intelligence agencies. My purpose is only to offer an answer to this question: What could happen if President Obama was able to put America’s own real interests first?

Is it possible that John P. Wheeler's murder is connected to the bird deaths in Arkansas? It might be. Is the EU Times a reliable source of information on the subject? I don't think so. The murder of a former Bush-administration official, his body dumped in a Delaware landfill, is connected to the recent deaths of black birds in Arkansas, according to a report in the European Union Times (EU Times).

Citing a report prepared for Russian Prime Minister Vladimir Putin, EU Times says John P. Wheeler was murdered after he threatened to expose that the bird deaths were caused by an accidental spraying of a poisonous gas from a U.S. military plane. The report states that the U.S. has been storing an estimated 63,000 metric tons of Phosgene, which had been removed from Iraq, at an arsenal in Pine Bluff, Arkansas.

The lethal gas was being transported on a U.S. Air Force tanker when a malfunction caused the gas to spray, leading to the bird deaths. Wheeler traveled from his Delaware home to Washington, D.C., to confront Pentagon and White House officials who were responsible for the incident, the report says. A short time later, his body was discovered in a landfill near Wilmington, Delaware.

Reports the EU Times:

To the direct reason for Wheeler’s murder, this report says, was this past week’s transport of Iraqi Phosgene poisonous gas aboard a US Air Force KC-767 tanker aircraft from Little Rock Air Force Base en route to Afghanistan that shortly after takeoff had a ‘critical malfunction’ of its aerial spraying computer directed command and control system over central Arkansas causing the deaths of thousands of red-wing blackbirds.

According to US reports an estimated 4,000 of these birds were killed outright and were quickly removed by US Environmental Services workers wearing hazmat suits and gas masks. Another US report states that cause of death to these thousands of birds was “trauma in the breast tissue, with blood clots in the body cavity and a lot of internal bleeding” which this GRU report states is consistent with Phosgene exposure.


Poisonous gas also was responsible for a massive fish kill recently on the Arkansas River, the report says:

Even more chilling than this incident is this GRU report stating that it was the second “accidental” release of Phosgene poisonous gas in as many days, as the day before, this same US Air Force KC-767 tanker aircraft also had a “critical malfunction” causing a release over the Arkansas River that killed over 100,000 fish.


As we reported in a recent post, Wheeler had extensive experience with aerospace technology and logistics, especially with tankers. EU Times reports that Wheeler also had vast knowledge of biological and chemical weapons and became outraged when he learned about the problems in Arkansas:

Upon Wheeler discovering what was happening with Iraq’s Phosgene poisonous gas stockpiles, this report continues, he traveled from his home in Delaware to Washington D.C. where he openly confronted and threatened to expose the Pentagon and White House Officials responsible. Being a Vietnam Veteran who was responsible for having the famous memorial to that war erected, Wheeler was more than knowledgeable about the United States massive chemical and biological attacks in that conflict and had vowed to not let happen again.

Sadly, but all too common in the United States these days, when Wheeler threatened to go public with what was happening he was targeted for death, and as a “sign” to anyone else thinking of going against the regime, had his body dumped in a garbage pit for all the World to see.

Relatively phosgene is not a difficult CW to produce and the OCW does not require disclosure of smaller amounts (<30 metric tonnes) of phosgene production. It can exist as a liquid or as a gas.

As of yet there have been trace residue of the much more deadly sarin gas and degraded mustard gas and unknown chemical substances which have yet to be catalogued disposed of. I have turned up no reports of phosgene stockpiles or even a trace in my research so far but many facilities were looted or under lax security protocols.

Bear mind the source (CIA). Phosgene was used extensively in WWI and during the Second Sino-Japanese War (1937-1945). In 2008 70 year old phosgene munitions were discovered in a Queensland, Australia military cache. There is no way to directly link this unless there is some sort of isotope or chemical signature that persists on site or derived by an autopsy of the dead animals.

I'm still scratching my head as to why or if it was contained to one species of fish and/or the bird deaths are related according to the GRU report. If it was phosgene the most likely source, not necessarily the initiatives, would look to Russia - unless some intelligence agency / propaganda machine does a very good job of getting all eyes to look somewhere else on this one -.o.



If anyone can dig that up we'd all be grateful. I'm waiting to hear back / from some inquiries and get through to some sources.

I just saw that EU Times article the yesterday, only it I saw it where was actually first published on the same site as all those BS Sorcha Faal stories and I think he/she wrote that one as well. I cant confirm any of it so I didnt want to post it just yet but I guess it does provide some direction in which to look.

I do think Savage brings up a good point in that a witness remembers seeing Wheeler in the vicinity of the U.S. Justice Department offices, and is not far off in the speculation that if he was going to report on something he thought was going on, then that wouldve naturally been the place he wouldve gone to expose a possible plot.

I have never really found an copy of the GRU reports despite repeated attempts to find them and get hold of Russian Intelligence.

My calls were met with neither man nor machine. I tried calling the Canadian Embassy in Russia but they were of no assistance.

I can't verify the reports on the phosgene were real at this time and if they were the source was a Russian Intelligence agency.

Phosgene could have been produced pretty much anywhere but the first look to a source would be to the massive Russian stockpiles of the weaponized substance.

The official reports on the bird deaths seem plausible (sounds and light from fireworks and/or a storm directly in a massive swarm of redwing blackbirds caused collisions) but information on that is also very limited and the investigation is tightly controlled by a small circle.

The fish (and other mass) deaths could have been for a variety of reasons and any report on my part would be predominantly speculative in nature.
