At Jordan Maxwell's site, there has been posted a notice of disclaimer regarding Jordan's dealings with
Victor. Apparently Victor is a scammer. I don't know any other details. I don't know how this effects the validity of Victor's techniques regarding Sovereignity and the UCC either, but it bears looking into.
