Red Cross: Israel leaves wounded to die
Quote:Red Cross demands immediate access into Gaza from Israel, after its aid workers run into 'shocking scenes' of weak children and dead mothers.

Aid workers and four Palestine Red Crescent ambulances crossed over to the Zaytun district of Gaza City on Wednesday, where they found four emaciated children laying beside their dead mothers in a house containing 12 bodies, said a statement released by the international Committee of the Red Cross.

Although the relief worker encountered other wounded Palestinians and three more corpses in nearby houses, Israeli soldiers ordered the rescue team to leave the area, the statement added.

"This is a shocking incident… the Israeli military must have been aware of the situation but did not assist the wounded. Neither did they make it possible for us or the Palestine Red Crescent to assist the wounded," said the head of the aid agency's delegation for Israel and the Palestinian Territories, Pierre Wettach.

In the statement, the ICRC demanded immediate access to Gaza City neighborhoods that have come under Israeli fire, to search for survivors.

The past thirteen days of Israeli military onslaught in Gaza have claimed the lives of over 710 Palestinians, including 100 women and 220 Children. Mosques, UN-run schools, and hospitals have been among places targeted by the Israeli military.

This is while Israeli Defense Minister Ehud Barak said last week on Monday that "We do not want to hit children and women and we will not prevent humanitarian aid."

Ambulances have come under fire and many aid workers have been killed in the Israeli attacks, such as Palestinian Red Crescent medic Arafa Abdul, and CARE International's Mohammed Ibrahim Samouni.

Red Cross: Israel leaves wounded to die
This storey is really sickening, it stirred my emotions when I read it.

This was put on the site today and is gone from the middle east page already, I had to search for it.

BBC, 07:37 GMT, Friday, 9 January 2009 Wrote:Gaza survivors' four days without water

[Image: _45359378_ambulance466.jpg]The ICRC has accused the Israeli army of failing to evacuate and care for the wounded

By Rushdie Aboualaf
BBC News, Gaza City

Sameh, aged three, and Ahmad, 18 months, cry all the time.

As she sits on the bed in al-Quds hospital in Gaza City, their mother Fatima al-Shamouny, 36, tries to comfort them.

But as she tells their - and her own - story, she sobs too.

The boys were found on Wednesday, with their dead father and unconscious mother nearby, four days after the emergency services said they began trying to reach the neighbourhood.

They were among 30 people Palestinian Red Crescent workers said they evacuated from Zeitoun, a south-eastern suburb of Gaza City, on Wednesday.

The International Committee of the Red Cross (ICRC) said the paramedics found "shocking" scenes of wounded people huddled together in houses among dead bodies, weak after having had no food or water for several days.

In one home, the agency said, four small children were found sitting close to their dead mothers, "too weak to stand on their own".

It is not clear if Sameh and Ahmad were in that particular house - it may be that the unconscious Fatima was initially thought to be dead - but she says she and her toddlers were among those who had a long wait for help.

Survivors' accounts

The ICRC has accused the Israeli military of failing to live up to its obligations under international law to facilitate the evacuation or to care for the wounded.

The agency said it had been requesting safe passage for its ambulances to access the neighbourhood since 3 January, but only received permission to do so from the Israeli Defence Forces (IDF) four days later.

The details of exactly what happened at the Shamouny family compound are still sketchy.

Survivors have told the BBC that 26 of the extended family's 65 members died in Israeli military operations.

Their accounts of shelling, and then ground troops surrounding their homes, cannot be independently verified.

Fatima, who was wounded in the chest, says two of her sons, her husband, her aunt, her uncle and her brother-in-law were all killed.

"One of my sons crawled to our neighbour's house - he was injured - and he called some of the local radio stations to ask for help. But the help arrived late. Everybody had died," she said.

"On the third day, I passed out. I don't know what happened until I found myself here in the hospital," she said.

Wael Faris al-Shamouny, 39, another member of the extended family, smoked and sipped black coffee as he sat on the floor in the hospital corridor.

He says he lost five sons and his wife, and believes some of the dead may have survived if given medical treatment earlier.

"We tried to help them, but we didn't have first aid things in our house. We spent days without food, without water - the wounded were bleeding for four days," he said.

"The ambulances came and they saved who they saved. There are still pieces of my wife, my sons and my cousins' bodies in the house."

ICRC criticism

The ICRC said the wounded had to be transported about a kilometre on a hand-pulled donkey cart because large earth walls erected by the Israeli army had made it impossible to bring ambulances into the neighbourhood.

Katarina Ritz, the ICRC's head of mission in Jerusalem, said experienced Palestinian emergency workers wept at the scenes they were confronted with.

She said Israeli troops were within about 100m of the houses in question, and that the ICRC believes the soldiers "must have been aware" of the presence of the wounded people, because of repeated requests from aid agencies for access.

Under international law, she said, even if there are security concerns meaning the injured cannot be evacuated, "the minimum is to treat these people, to feed these people, give them water, and keep them in a safe place".

The Israeli military said it was investigating the case. It said it is "engaged in a battle with the Hamas terrorist organisation that has deliberately used Palestinian civilians as human shields".

And it stressed it works in "close co-operation with international aid organisations during the fighting, so that civilians can be provided with assistance".

'Difficult' co-operation

Earlier in the week, an ICRC spokeswoman told the BBC attempts to co-ordinate safe passage for ambulances were so slow that people were dying as they waited.

Not all ambulance drivers in Gaza have been waiting for co-ordination with the Israeli military, and health officials in Gaza say 10 paramedics have been killed trying to rescue the wounded since the Israeli operation began.

Israeli Defence Ministry Spokesman Peter Lerner said that co-ordinating the movements of ambulances has been "extremely difficult because of heavy gunfire".

He said that even during the three-hour lull Israel declared to allow humanitarian operations, Hamas militants continued to shoot at Israeli forces.

Outside the hospital, as Fatima Shamouny told her story, dozens of people gathered as Thursday's ICRC-led convoy of ambulances prepared to leave.

They came with addresses where they believed injured people were trapped.

One man's hands shook so much with fear that he had to ask for help writing the directions down.

Finally, the convoy received clearance, and drove away.

It was headed back to Zeitoun, where the ICRC said there were reports of more injured people stranded, and another area in northern Gaza, which ICRC workers had not even reached yet.

Rights group: Israel uses incendiary bombs in Gaza

JERUSALEM – Human Rights Watch said Sunday that Israel's military has fired artillery shells with the incendiary agent white phosphorus into Gaza and a doctor there said the chemical was suspected in the case of 10 burn victims who had skin peeling off their faces and bodies.

Researchers in Israel from the rights group witnessed hours of artillery bombardments that sent trails of burning smoke indicating white phosphorus over the Jebaliya refugee camp in northern Gaza. But they could not confirm injuries on the ground because they have been barred from entering the territory.

The chief doctor at Nasser Hospital in southern Gaza said he treated several victims there with serious burns that might have been caused by phosphorus. He said, however, that he did not have the resources or expertise to say with certainty what caused the injuries.

The substance can cause serious burns if it touches the skin and can spark fires on the ground, the rights group said in a written statement calling on Israel not to use it in crowded areas of Gaza.

Military spokeswoman Maj. Avital Leibovich refused to comment directly on whether Israel was using phosphorus, but said the army was "using its munitions in accordance with international law."

Israel used white phosphorus in its 34-day war with Hezbollah in Lebanon in 2006. The U.S. military in Iraq used the incendiary during a November 2004 operation against insurgents in the city of Fallujah.

An AP photographer and a TV crew based in Gaza visited Nasser Hospital in Khan Younis on Sunday and recorded images of several burn patients.

One of them, Haitham Tahseen, recalled sitting outside his home with his family in the morning when something exploded above them.

"Suddenly, I saw bombs coming with white smoke," said the man, whose burned face was covered with medical cream. "It looked very red and it had white smoke. That's the first time I've seen such a thing."

His cousin, in another hospital bed, was more severely burned, with patches of skin peeling off his face and body, and had to be wrapped with thick white bandages.

The hospital's chief doctor, Youssef Abu Rish, said the burns were not from contact with fire, but he couldn't say what sort of substance caused them. He said information he collected on the Internet indicated it could have been white phosphorus.

White phosphorus is not considered a chemical weapon, and militaries are permitted under laws of warfare to use it in artillery shells, bombs and rockets to create smoke screens to hide troop movements as well as bright bursts in the air to illuminate battlefields at night.

Israel is not party to a convention regulating its use. Under customary laws of war, however, Israel would be expected to take all feasible precautions to minimize the impact of white phosphorus on civilians, Human Rights Watch said.

"What we're saying is the use of white phosphorus in densely populated areas like a refugee camp is showing that the Israelis are not taking all feasible precautions," said Marc Garlasco, a senior military analyst for the rights group. "It's just an unnecessary risk to the civilian population, not only in the potential for wounds but also for burning homes and infrastructure."

Garlasco was among researchers on a ridge about a mile (1.5 kilometers) from the Gaza border who observed the shelling from a 155mm artillery unit on Friday and Saturday.

Some of the burning trails of smoke caused fires on the ground that appeared to go out after a few minutes, said Garlasco, who formerly worked at the Pentagon where he was in charge of recommending high-value targets for airstrikes during the 2003 invasion of Iraq.

Each 155mm shell contains 116 of what Garlasco described as wafers doused in phosphorus that can be spread over an area as large as a sports field, depending on the height at which it detonates. The phosphorus ignites when it comes in contact with oxygen.

Human Rights Watch has not been able to confirm whether there have been any civilian casualties from phosphorus. The group has a consultant working for it inside Gaza but he has been unable to move around due to the danger. Foreign journalists have also been barred from entering Gaza.

Garlasco said photos published Thursday in British newspaper The Times showed Israeli units handling American-manufactured white phosphorus shells with fuses on them.
