The Pentagon: Africa is united in opposing its plans for a military HQ on the continent.
The Pentagon's plan to create a US military command based in Africa have hit a wall of hostility from governments in the region reluctant to associate themselves with the Bush administration's "war on terror" and fearful of American intervention.
A US delegation led by Ryan Henry, principal deputy under-secretary of defence for policy, returned to Washington last week with little to show for consultations with defence and foreign ministry officials in Algeria, Morocco, Libya, Egypt, Djibouti and with the African Union (AU). An earlier round of consultations with sub-Saharan countries on providing secure facilities and local back-up for the new command, to be known as Africom and due to be operational by September next year, was similarly inconclusive.
The Libyan and Algerian governments reportedly told Mr Henry that they would play no part in hosting Africom. Despite recently improved relations with the US, both said they would urge their neighbours not to do so, either. Even Morocco, considered Washington's closest north African ally, indicated it did not welcome a permanent military presence on its soil.
"We've got a big image problem down there," a state department official admitted. "Public opinion is really against getting into bed with the US. They just don't trust the US."
Another African worry was that any US facilities could become targets for terrorists, the official said. Economic incentives, including the prospect of hundreds of local jobs, had not proved persuasive.
Mr Henry said African officials had agreed that counter-terrorism was "a top security concern". But he added: "The countries were committed to the AU as the continent's common security structure. They advised us that Africom should be established in harmony with the AU."
The US talks with Libya appear to have been frank. "In the area of security, they are looking for Africa-only solutions," Mr Henry said. "I wouldn't say we see eye to eye on every issue."
Mr Henry emphasised that the US was not seeking to supplant or supersede African leadership but rather to reinforce it. He said the creation of Africom would not entail the permanent stationing of large numbers of US troops in Africa, as in Asia and Europe. Its overall aim was to integrate and expand US security, diplomatic, developmental and humanitarian assistance in collaboration with regional allies, not increased interventionism, he said.
Unveiling the plan in February, President George Bush said Africom would advance "our common goals of peace, security, development, health, education, democracy and economic growth". But African opposition appears to have modified Washington's approach. Mr Henry said the latest plans envisaged "a distributed command" that would be "networked" across several countries.

Obama's War of Deception in Africa

The election of Obama as the United States ' President is to establish a military force, an Africa Command, to wage war inside of Africa by deceiving the Presidents of Africa without letting them
know U.S. imperialism's real intention or condition. Defense Secretary of the U.S. Robert Gates on February 14, 2007, said "the new command will strengthen our security cooperation with Africa and
create new opportunities to bolster the capabilities in Africa ."
Through the Africa Command (Africom), and its control of the African Union, American imperialism has planned, not only to strengthen their security, but they want to establish military supremacy in Africa to
mobilize its forces to take advantage of Africa's divided states for the exploitation of her resources.
The planned Democratic Party's elected majority in the U.S. congress on 2006, and the election of democrat Barack Obama as President of the U.S. in 2008 was to save George Bush's face, with a pull out
militarily of Iraq on the one hand, and exemplifies the frailty of America's economy and foreign policy in relationship to Africa and the world on the other. The U.S can no longer pay for the wars in
either Iraq or Afghanistan , with money or lives.
The European capitalist class drive for oil, and the sell of military armaments throughout the world during the last eight years, featured George W. Bush being used as a battering ram for profits in the oil
industry, and for war at the behest of this class. This has caused irreparable damage to the U.S. economy, and a loss of trillions of dollars as a result of the illegal wars in Iraq and Afghanistan .
Some other impairments that resonate throughout the U.S. economy are its home loan crisis, dying car industry, budget deficit of "$1.2 trillion", and a debt, as Fidel Castro stated is "$12,666 trillion".
Hillary Clinton in her bid for the presidential nomination of the Democratic Party while debating Obama stated, "the U.S is borrowing money from China to buy oil from Saudi Arabia ". Hence, the necessity
to put a colored face on U.S. imperialism without the white supremacist baggage of George W. Bush—in a futile endeavor to repair U.S.
capitalism. However, while George Bush was destroying the U.S. economy, he was creating a network of military programs throughout the length and breadth of Africa, with the cooperation of shortsighted and quisling African presidents, and has now centralized the process under the Pentagon, and placed a "black" face on the entire operation to wage a war for Africa's resources.
THE COLORED FACE OF IMPERIALISM
WILL THIS CHANGE UNDER OBAMA
By putting a colored face on U.S. imperialism, it conceals their military strategy and attempts to avoid the antagonistic contradiction of capital and labor—which will lead to the inevitable crash of the U.S. economy. European capitalism has surmised that Obama's new face of deception will function to strengthen the relationship between African Presidents and U.S. neo-colonialism to further its interest and save America 's economy. The redirection of its military force from Iraq toward Africa seeks to mask America's real economic conditions, and establish, with Obama as President,
U.S. military supremacy. The aim is to wage war, in accordance with African leadership, against the people of Africa as they take back their resources.
Domination of Africa's resources would give America , so the capitalists think, the competitive edge over the rest of the world in the area of trade and the extraction of Africa 's resources. Obama has been placed in front of U.S. imperialism to win the hearts and minds of the African masses world wide, so as to set Africa up for America 's "war on terrorism." This in turn will give them the advantage needed to protect U.S. investments and interest in Africa
to cover up the U.S. economy's weakness and diminishing influence among nations around the world. This is why Russia has refused to allow the U.S. military presence and interest on its borders, which includes their expressed policy of preventing America 's missile defense shield in Poland . The Russians have also thwarted U.S. imperialism's attempt to manipulate the Georgian government into war against Abkhazia and South Ossetia in order to further their oil interest in the area.
The same military strategy is being used, with different tactics, in Africa with Obama's new face in order to secure U.S. national interest. The role of Africom will be to station U.S. troops wherever they are taking Africa's resources under the guise of fighting a "war on terrorism." Former U.S. Ambassador to Chad , Donald R. Norland, announced during a House Africa subcommittee hearing in April 2002 "that for the first time, the two concepts Africa and U.S. national security have been used in the same sentence in Pentagon documents." The unstated assumption is that any measure taken
against the acquisition of Africa's resources, especially in oil revenues, poses a security threat to U.S. national interest, which means military force will be used to protect those resources. The securing of resources militarily presupposes economic interest, and political control and influence are dictated by those economic interest. Any threat against economic interest means the enactment of war.
The second in command of Africom, Vice Admiral Robert Moeller in a presentation at an Africom conference held at Fort McNair, on February 18, 2008, declared that protecting "the free flow of natural resources from Africa to the global market" was one of Africom's "guiding principles" and specifically cited "oil disruption", "terrorism" and the "growing influence" of China as
major "challenges" to U.S. interest in Africa." George Bush has bought off African leadership in order to install U.S. military supremacy, so as to implement its guiding principles for Africom's military superiority. The U.S. arms deliveries and military training programs for Africa increased from about $100 million in 2001 to approximately $600-800 million in 2008. African presidents are selling out Africa 's resources in this war of deception, the same way the African people were sold by many of the chiefs during slavery. The current neo-colonial African puppets president's capitulation to capitalism, is a continuation of the class of vassal chiefs who sold the land,
resources, and people's labor during colonialism.
George Bush's State Department's assistance programs for Africa are going to be put firmly under Pentagon control, and Africom places oil and military as number one and two goals of its Africa policy.
Therefore, the U.S. military programs to be mentioned in this article will be "combin[ed]" under Africom and controlled by the Pentagon. This is the process for waging a war of deception, just as Sun Tzu mentioned in the Art of War.
THE U.S. WAR AGAINST AFRICA
The U.S. Africa policy has always been war with Africa . The U.S. shot down two Libyan jets in North African air space on August 21, 1981, and bombed Tripoli and Benghazi on April 14, 1986, in an attempt to kill Qaddafi. The bombings killed Qaddafi's daughter and many innocent people, and were an attempt to destabilize Libya (the country with the highest living standard in Africa ). In 1989, the U.S. shot down two Libyan jets. In August 1998, the U.S. launched a number of cruise missile attacks on Khartoum Sudan , killing innocent women, children, and babies. In December 1992, the U.S. invaded
Somalia with 28,000 troops, and in April 2007, the U.S. navy bombed Somalia from off its coast.
But if the U.S. cannot win two wars fought in the Arabic Islamic world (Iraq and Afghanistan), it would be even more impossible toredirect and win a "war on terrorism" in Africa , because of its economic weakness. An African world of 1 billion people, which includes part of the Islamic world, and 14% of its own population being African, coupled with a failing economy, America would cut off its nose despite its face.
Since Obama has European heritage that ties him into Europe , and parentage which links him to the African Islamic world, the European capitalist class view him as a President that can be used because of his multi-ethnicity, in several ways. He will be Commander-in-Chief of the most technologically advanced military in the world, with nuclear weapons at his disposal. In addition, he will be in control of the largest and most despised spy network on earth (CIA and FBI)—a nemesis to African people world wide. Obama's image will be used effectively to recruit Africans born in America into the U.S. military to wage a war of deception inside Africa. It will be under
the false pretense of a "war on terrorism" for Africa's resources (i.e. gold, diamonds, nickel, manganese, chrome, rubber, bauxite, oil, iron ore, uranium, copper, cobalt, coltan, and titanium), all of which are necessary for America's industries. The U.S. has a Tripartite Plus Intelligence Fusion Cell Program based in Kisangani Congo, to ensure the U.S. and Israel access to Congo's gold, diamonds, uranium, platinum, and coltan. The neo-colonial governments in Africa that protect this foreign interest are Congo-Kinshasa ,
Rwanda, Burundi, and Uganda.
The U.S. needs allies, and since part of his lineage is African, Obama will try to persuade African leaders in Africa, the Caribbean, and the leaders of Asia, South and Central America, and the Arab world of the indispensability of waging America 's wars. The skepticism of the U.S. 's European allies to help fight is demonstrated in their failure and losing posture in Iraq and Afghanistan . The self imposed exclusion of European allies, while the U.S. realigns itself with African neo-colonial governments, guarantees the needed cannon fodder to fight America's capitalist class "war on terrorism."
The prerequisite for an "effective" foreign policy for U.S. Presidents, demands that they be able to deliver Africans on the battlefield in the interest of capitalism, to shed their blood to determine the Presidents loyalty to white supremacy. As this process is carried out, it will include the recruitment of Africans in Africa by America 's International Military Training and Education Program, which brings African military officers to U.S. military academy's and
schools for indoctrination. The countries involved in this program are: Botswana , Ethiopia , Ghana , Kenya , Nigeria , Senegal , and South Africa . To consolidate this program and continue the deception, George Bush hired William "Kip" Ward, an African born in America , as commander of Africom. Ward is a four star general, who participated in the invasion of Somalia in 1992-1994.
A voluntary military of white men fighting two illegal wars have proven ineffective. The U.S. has never won a war without a strong African male presence in its military. Obama as Commander-in- Chief, and William Ward commander of Africom will play the same role as the traitorous U.S. military Joint Chief of Staff, Colin Powell, in the Iraq war of 1991 – recruiting and sending oppressed Africans to war on behalf of a white supremacist capitalist enemy against people (in this case Africans) who are just as oppressed—by the same enemy. The U.S. has two programs that manipulate Africans in Africa along same lines: The Africa Contingency Operations Training and Assistance (ACOTA) and Africa Center for Strategic Studies (ACSS), which are part of the National Defense University in Washington for the next
generation of African military officers. This is the School of the America's for Africa. These two programs cover the entire African continent, but the countries that are involved are: Benin, Botswana, Burkina Faso, Ethiopia, Gabon, Ghana, Kenya, Malawi, Mali, Mozambique, Namibia, Niger, Nigeria, Rwanda, Senegal, South Africa, Tanzania, Uganda, and Zambia.
