Pentagon briefing on removing the 'god' gene

I am sure most of you have seen this video and I apologise if it has been posted elsewhere.

They talk so calmly about incorporating a virus that will attack part of your brain to dumb you down in a flu virus. It is pretty scary stuff. They give the example of using this flu virus on terrorists but seem oblivious that they are planning to use a delivery system that they would have no control off and could easily infect the entire planet.

I closely examined this video at high definition about a year ago. It's a hoax.

* The speakers mouth doesn't match the words, especially when he coughs.

* The graphic of the brain changes when it is full-screen versus when it pops back to what the speaker is showing, with critical differences.

* Professional attendees to such a meeting would never ask such stupid questions like "what's this meeting about?".

The real question is, why would someone go to all the trouble of taking a Pentagon presentation and completely remaking the audio for it? What are their motives?
