Socialism seems to work there (at least better than external predatory capitalism has) as it does in Venezuela under Chavez. No one system works anywhere.

Wow that was fast .. Libya gets a new constitution too. It's in the draft stages and based on Sharia Law to make a more homogeneous region apt to more easily assimilate into a regionally based zone of power (see European Union).

As both the Morning Bell and Washington in a Flash noted today, Heritage Fellow Jim Phillips recently pointed out that Islamist forces “appear to make up a small but not insignificant part of the opposition coalition,” and must be prevented “from hijacking Libya’s future.” Parts of the draft Constitution allay those fears, while others exacerbate them.

Much of the document describes political institutions that will sound familiar to citizens of Western liberal democracies, including rule of law, freedom of speech and religious practice, and a multi-party electoral system.

But despite the Lockean tenor of much of the constitution, the inescapable clause lies right in Part 1, Article 1: “Islam is the Religion of the State, and the principal source of legislation is Islamic Jurisprudence (Sharia).” Under this constitution, in other words, Islam is law. That makes other phrases such as “there shall be no crime or penalty except by virtue of the law” and “Judges shall be independent, subject to no other authority but law and conscience” a bit more ominous.

It's riddled with except by rule of law (stuff like home inspection, correspondence monitoring, disposal of property, form a group, bearing arms.. ) so it's not really the prime rule of law since it can be overridden by other law.

It mentions guaranteed rights for women but does not mention men.

"The state shall guarantee for woman all opportunities which shall allow her to participate entirely and actively in political, economic and social spheres."

It doesn't mention property and it says opportunities not rights so there is an initiation price and the door can be a very narrow pass to capitalize on that opportunity. Sounds a lot like the UN Women empowerment strategy.

Some other notable excerpts:

"caring for public funds will be the duty of every citizen"

"the state will take care of children, the elderly and handicapped"

"the state shall endeavour to join the international, regional declarations and charters which protect such rights and freedoms"

India is implementing a system where people are conscripted to work a minimum number of hours and children are forced to fulfill education up to a certain age. more on this here under UID and MGNREGA (Employment and Wage Tracking)..

IP is right in line with WIPO policy - and to to whom is not really mentioned in the previous section when they mentioned people.. but it is cleverly worded in the context of the document to get people to assume the beneficiaries so if not (only) for individuals, that leaves..

Overall it seems like a mix between Sharia Law and the UN Charter but with all sorts of loopholes to override it and that odd provision to (endeavour to) enrol into international rights declarations and charters. Not quite a declaration of independence is it?

The Constitution must be validated by plebiscite (yes/no) of absolute majority (a number of votes totalling over 50 per cent) of the Libyan People. Doesn't say anything about poll station availability or a minimum required turnout to approve just more yays than nays. The constitutional document can be perpetually revised by the Libyan National Transitional Council and they can even veto approval of it themselves. Until it is approved the LNTC are the international representatives of the lands of residing in the territory of Libyan border and the people of Libya.

Cheers for the update FT, and yes it does seem a mix of Sharia and UN Charter legislation. It's sad that the whole world is actually watching this take place, and even with mainstream TV reports it only takes a slightly careful eye or ear to know that Sharia is of heavy influence in these early stages. The fact that no one in the mainstream is yet thoroughly assessing who these rebels are though baffles me, no one seems to be asking.

Hell yeah I've been searching for the original myself.

I'd originally heard that this was a leaked document and strangely there is no Arabic version that I can turn up. I don't know if the document is genuine. It might be a fake.

* The elections shall take place within 6 months of the elections law enactment, and shall be supervised by the U.N.
* Upon announcing the elections results, the TNC shall be dissolved
* No member of the TNC can nominate for or assume the position of President, membership of the legislative councils, or ministerial position
* The judiciary shall be independent, and have courts of different sorts and competencies
* Existing laws shall remain in force, as long as they are consistent with the new constitution, unless explicitly amended or repealed

Also on Wednesday, the head of the TNC, Mustafa Abdel Jalil, reaffirmed his commitment to step down within 8 months of the complete liberation of Libya.

An interesting statement there, considering that Libya currently appears to become a classic imperialist casualty. On one hand it claims to establish Shariah while at the same time states that the authority belongs to the people (democracy= power to the people and not to Allah ...which in fact is the right of Allah Subhana wa ta'ala alone.

The Muslims of Libya should beware of this trap, which leads to Shirk fil-Ibadah..Democracy and Shariah are contradictions !

Those that want a more Islamic country are hardly going to get much support from the Christians (definately not any from the Jews), while the students will get plenty of support from the west (and the Jews). He's sent back to earth to help his teenage self, played by Matthew Perry, to live a more virtuous life.

But right before the scene in the pilot where Martin meets St. Peter, guess who else pays him a visit? None other than Colonel Gaddafi, with his trademark fatigues riddled with bullet holes. "Dead? It is impossible for me to be dead," the fictional Gaddafi says, before St. Peter sentences him to spend eternity in hell. It's a delightfully corny and really weird scene.
