Obtaining low interest mortgate finance overseas

Hi,
I was wondering with the U.S. cash rate being at 0.25% if there is any way to gain access to a loan from a bank willing to offer a low rate to overseas people?
In Australia for house finance we pay about 7% , and now its just gone to 8%. I am asking because my parents are paying off a couple houses and I thought if there was a way to get a low interest rate it would help them out.

american banks aren't lending to anyone, so I highly doubt they're going to extend credit to people overseas, especially considering they'd have to deal with foreign laws and foreign courts should the loan go into default.

Some of these Forex providers seem to be offering incredibley low interest rates on margin for trading. Although that's a different finance product the low interest credit seems to be there.
