Phoenix is hell... The cops have a large part in making it that way. Sounds like this guy had an issue with 'roid rage.

Lol, this is what I put up with on a reg in this shite hole of a city... seriously, most cops here are roided assholes. On the positive side, when I go on vacation, I can pretty much be assured I'm going to a place with less heat.
