Abraham Rabinovich, Jerusalem | May 08, 2009 A CALL by a US official for Israel to sign the Nuclear Non-Proliferation Treaty (NPT) has raised fears in Jerusalem that the Obama administration may be seeking to block the Iranian nuclear threat by sacrificing Israel's reported nuclear arsenal. US Assistant Secretary of State Rose Gottemoeller said this week: "Universal adherence to the NPT, including by India, Israel, Pakistan and North Korea, remains a fundamental objective of the United States." The US has quietly accepted Israel's nuclear ambitions over the years because the Jewish state's perceived vulnerability in the Middle East lent legitimacy to its desire for a "doomsday" weapon that could deter its enemies. "In the past, there was an informal agreement by which the Americans looked the other way (regarding Israel's nuclear program)," said Uzi Even, a former Knesset member and a scientist who was involved in the program. "Now the US is breaching this agreement." A senior official in Israel's Foreign Ministry said the ministry was "trying to verify" Ms Gottemoeller's statement, apparently meaning it was attempting to determine whether it meant a departure by the new US administration from previous policy. "In any case, it's baffling." Under the treaty, only five nations are allowed to hold nuclear weapons - the US, Russia, Britain, France and China. All other signatories are obliged not to develop nuclear weapons. Those that already have nuclear weapons are required to gradually rid themselves of them. The only non-signatories in the world are the four countries cited by Ms Gottemoeller. India, Pakistan and North Korea have tested nuclear devices. by Richard Falk, UN Special Rapporteur on Palestine and Other Occupied Territories On 23 March Richard Falk, the American Professor of International Law and UN Special Rapporteur on Palestine and Other Occupied Territories, gave his eagerly awaited oral statement to the Human Rights Council in Geneva on the human rights situation in the Gaza strip during the last war lasting from Dec 27, 2008 to 18 January 2009. In this report he blatantly expounded the gross violation of law by the Israeli Army during the war in Gaza, which had lasted for 22 days. Thereby he questioned the Israeli reasoning that this had been a legitimate war of self defense and he demanded an investigation into the question, whether the assault on Gaza, one of the most densely populated areas in the world, had to be assessed as a war crime, for which Israel would be accountable. It is not the first time that an Israeli assault on the Palestinians was entirely disproportional and not at all in accordance with the international law. After Richard Falk’s clear statement the community of states have to ask themselves for how long they want to look on without taking any action against Israel’s mistreatment of Palestinians. Mr President, Distinguished Members of the Human Rights Council, Honoured Representatives of Civil Society Organizations, Excellencies, Ladies and Gentlemen, In my previous statement to the Council, I spoke about the desperate situation confronting occupied Gaza. Here, I will not repeat what I already said concerning Gaza, except to take note of two important aspects of the situation not covered in my main report. First of all, the continuation of the blockade of Gaza, despite its previous impact on the civilian population since the cease-fire was established in January 2009, and despite calls by many prominent international leaders, including by Tony Blair, Special Envoy of the Quartet for the opening of the crossings and the President of the United States. Second, to take note of recent testimonies of Israeli soldiers that add credible confirmation to the allegations of Israeli war crimes associated with the 27 December and 18 January attacks. An unfortunate effect of recent preoccupations with the desperate humanitarian plight of Gaza has been to neglect developments adverse to the human rights of the Palestinian people in the West Bank and East Jerusalem. These developments appear to have a serious, and perhaps, a decisive negative bearing on the prospects of achieving peace between the Palestinians and Israelis, and deliberately obstruct the exercise of the right of self-determination on the part of the Palestinian people. As Binyamin Netanyahu, the Israeli Prime Minister, prepares to visit Washington, it emerged yesterday that Leon Panetta, the head of the CIA, went to Israel two weeks ago. He sought assurances from Mr Netanyahu and Ehud Barak, the Defence Minister, that their hawkish new Government would not attack Iran without alerting Washington. Concerns have been rising that Mr Netanyahu could launch a strike on Tehran’s atomic programme, in the same way that Israel hit Saddam Hussein’s Osirak reactor in 1981. Israel has been preparing for such an eventuality. It has carried out long-distance manoeuvres and is due to hold its largest civil defence drills this summer. The country’s leaders reportedly told Mr Panetta that they did not “intend to surprise the US on Iran”. Mr Netanyahu will leave for Washington this weekend. He will meet Hillary Clinton, the Secretary of State, and Mr Obama, whom he will try to convince of the need for tougher action against Iran. Mr Obama favours trying to engage Tehran, but his efforts have been received coolly by President Ahmadinejad. Mr Netanyahu has held meetings with Arab leaders this week, including President Mubarak of Egypt and King Abdullah of Jordan. Both Sunni leaders share Israel’s fears of a resurgent Shia Iran. In Aqaba, Jordan, yesterday King Abdullah told Mr Netanyahu there could be no regional peace without a Palestinian state. So far Mr Netanyahu has refused to commit to a two-state solution. Instead, he has talked about developing the Palestinian economy, with Palestinians having only limited sovereignty. That view is likely to cause confrontation with Mr Obama. Some Jewish Iranians living in occupied Palestine and abroad say life in the Islamic republic is better under President Mahmoud Ahmadinejad than it would be under defeated presidential hopeful Mir Hossein Mousavi, The Jerusalem Post said on Tuesday. At a conference of Iranian Jews in occupied Jerusalem on Monday, leaders of the Mashadi Jewish community said that despite Ahmadinejad’s “blustery rhetoric” against Israel, Iran is a safe place for Jews to practice their religion. "Ahmadinejad speaks badly about Jews, but he is preferable to Mousavi," said Shlomo Zabihi, a Mashadi rabbi. The current government is relatively stable and provides a safe environment for Jews, he said. Monday’s event marked the first meeting of the Global Mashadi Jewish Federation, an umbrella organization of community and religious groups preserving the historical and cultural identity of Jews from Mashad, Iran’s second largest city, with a population of about 2.5 million. During the 1979 Islamic Revolution, many Mashadi Jews fled to the United States, primarily New York City - where some 6,000 Jews with ties to Mashad now live. There are almost no Jews in Mashad today, though an estimated 25,000 still live in Iran, concentrated in Tehran. "They’ve found it very safe and pleasant, no problems," said Bahman Kamali, founder of the federation. "Actually, the regime during [the time of reformist president Mohammad] Khatami and the regime now have been very good with Jewish people. There has not been any problem." Kamali said Ahmadinejad’s calls for the destruction of Israel were not the same as condemnation or encouragement of violence against Jews in the Diaspora. "There’s a distinction between the two because Iranians, they respect the religions that have books, Christianity, Judaism," Kamali said. "They respect people freely going to the synagogues and praying there without any problems." He doesn’t think the Jewish community in Iran will face persecution stemming from political unrest following the elections. "I’m not concerned about that," said Kamali, who downplayed the political involvement of his group. "The purpose of this conference is not political. It’s only our heritage, that we are proud of to be from Mashad, Iran, and we would like to preserve that." There are of course “glaring differences” in treatment between the majority Muslim population and religious minorities.
