The mystery of the drones has almost certainly been solved, and in the most hopeful and wonderful way it is possible to imagine. This is perhaps the most astonishing story that I have ever been party to, and I think we all owe Linda Moulton Howe a tremendous vote of thanks for making it happen. We must also thank all of the people who sent photographs to her and gave her interviews, who contacted Coast-to-Coast and, above all, "Isaac," for the information he has given us today about Project Caret. He has provided on a website that you can visit pictures of pieces of a craft designed in the same manner as the drones that have been photographed recently in Northern California, that make it difficult to believe that these are anything other than alien technology and back-engineered human technology. He has asked that his material be presented in full, so that you can draw your own conclusions.

Out of respect for his request, we are providing a link here to his website. I have been waiting a long time to express my own thoughts, which I offer in this journal entry.

The Drones Unveiled
As someone who has worked with alot of 3d imaging programs it's plain to see that all of those pictures are simply 3d models doctored into a photograph. The creator(s) have made the common mistake of making the 3d models 'too clean.' The drones are much too sharp and 'perfect' and the individual parts have obvious computer generated reflectivity. 'Dirtying up' a 3d model to make it look more realistic is an art the creator of these images is yet to learn.

This is the second really good investigative piece done by a local news station this week. I'm wondering if the worm is beginning to turn with some of these propaganda houses and rogues are starting to push this important info out. I'm not going to hold my breath on it of course, but maybe blogs being on point and doing their jobs for so long is having an effect.

WALLER COUNTY, Texas -- Houston police started testing unmanned aircraft and the event was shrouded in secrecy, but it was captured on tape by Local 2 Investigates.

Neighbors in rural Waller County said they thought a top-secret military venture was under way among the farmland and ranches, some 70 miles northwest of Houston. KPRC Local 2 Investigates had four hidden cameras aimed at a row of mysterious black trucks. Satellite dishes and a swirling radar added to the neighbors' suspense.

Then, cameras were rolling as an unmanned aircraft was launched into the sky and operated by remote control.

Houston police cars were surrounding the land with a roadblock in place to check each of the dignitaries arriving for the invitation-only event. The invitation spelled out, "NO MEDIA ALLOWED."

HPD Chief Harold Hurtt attended, along with the U.S. Department of Homeland Security and dozens of officers from various police agencies in the Houston area. Few of the guests would comment as they left the test site.

News Chopper 2 had a Local 2 Investigates team following the aircraft for more than one hour as it circled overhead. Its wings spanned 10 feet and it circled at an altitude of 1,500 feet. Operators from a private firm called Insitu, Inc. manned remote controls from inside the fleet of black trucks as the guests watched a live feed from the high-powered camera aboard the 40-pound aircraft.

"I wasn't ready to publicize this," Executive Assistant Police Chief Martha Montalvo said. She and other department leaders hastily organized a news conference when they realized Local 2 Investigates had captured the entire event on camera.


"We still haven't even decided how we were going to go forward on this task, so it seemed premature to me to announce this to the media," Montalvo said. "But since, obviously, the media found out about it, then I don't see any reason why just not go forward with what we have so far."

Montalvo told reporters the unmanned aircraft would be used for "mobility" or traffic issues, evacuations during storms, homeland security, search and rescue, and also "tactical." She admitted that could include covert police actions and she said she was not ruling out someday using the drones for writing traffic tickets.

A large number of the officers at the test site were assigned to the department's ticket-writing Radar Task Force. Capt. Tom Runyan insisted they were only there to provide "site security," even though KPRC cameras spotted those officers heavily participating in the test flight.

Houston police contacted KPRC from the test site, claiming the entire airspace was restricted by the Federal Aviation Administration. Police even threatened action from the FAA if the Local 2 helicopter remained in the area. However, KPRC reported it had already checked with the FAA on numerous occasions and found no flight restrictions around the site, a point conceded by Montalvo.

HPD leaders said they would address privacy and unlawful search questions later.

South Texas College of Law professor Rocky Rhodes, who teaches the constitution and privacy issues, said, "One issue is going to be law enforcement using this and when, by using these drones, are they conducting a search in which they'd need probable cause or a warrant. If the drones are being used to get into private spaces and be able to view where the government cannot otherwise go, and to collect information that would not otherwise be able to collect, that's concerning to me."

HPD Assistant Chief Vickie King said of the unmanned aircraft, "It's interesting that privacy doesn't occur or searches aren't an issue when you have a helicopter pilot over you and it would not be used in airspace other than what our helicopters are used in already."

She admitted that police helicopters are not equipped with cameras nearly as powerful as the unmanned aircraft, but she downplayed any privacy concerns, saying news helicopters have powerful cameras as well.


HPD stressed it is working with the FAA on reviewing the technical specifications, the airworthiness and hazards of flying unmanned aircraft in an urban setting. Future test flights are planned.

The price tag for an unmanned aircraft ranges from $30,000 to $1 million each and HPD is hoping to begin law enforcement from the air by June of 2008 with these new aircraft.

Houston Police Caught Testing Unmanned Drones

Houston, Tx: HPD was caught by a local news station deploying unmanned drones into the sky. The 'test' took place in Waller County, about 70 miles northwest of Houston. Houston police had the area cordoned off with roadblocks.

HPD's Chief, DHS and other police officers from around Houston attended. Executive Assistant Police Chief Montalvo said "I wasn't ready to publicize this." She stated they went ahead with a press release since they were caught.

Montalvo said the drones wll be used for traffic issues, storm evacuation, DHS, "tactical" and eventually for ticket writing. HPD is working with th FAA on reviewing the drone, and the dangers of flying in urban areas.

One of the biggest Taser representatives outside the US base has declared the company's intention to produce and sell internationally a small airborne drone version of the weapon that can administer electrical jolts of 50,000 volts.

Antoine di Zazzo has told the AFP that his French company is "developing a mini-flying saucer like drone which could also fire Taser stun rounds on criminal suspects or rioting crowds. He expects it to be launched next year and to be sold internationally by Taser."

The idea conjures up memories of the flying saucer spy drones from the 1988 dystopian cult classic movie They Live. The opening of George Orwell's Nineteen Eighty Four also features the idea of police flying overhead and snooping into homes. Now this nightmare vision is set to become reality.

With 250,000 Taser stun guns in use all over the world from North America, Australia, Britain, Canada, France, Germany, Australia, Singapore and New Zealand, to name just a few of 70 or so countries, it hardly takes a stretch of the imagination to foresee the take up of Taser's airborne drones.

In addition we have also seen moves by police forces around the world to test and use flying drones. Most recently controversy was raised after it was discovered that Houston police have been secretly testing spy drones that use a high-powered cameras designed to look into buildings or even follow people in moving cars.

Drone Planes are not new to the United States. The military has been using drones for secret war zone surveillance for years; drones were also used to put out the California wildfires last month. The drones used for the test in Houston weigh only 40 pounds, but can carry 15 pounds more in gear. They are able to stay airborne 15 to 24 hours without landing.

Reports from June indicated that the Department of Homeland Security used a spy drone to stake out the property of income tax protestors Ed and Elaine Brown before they were arrested in September. In April the British press reported on a British amateur inventor who won a contract with the US government for a 3ft-wide flying saucer contraption, a cross between a hovercraft and a helicopter, which is being considered as a surveillance tool.

We have also recently seen drones used to keep tabs on concert goers in Britain. Such devices have since been deployed by police in areas of the UK for "tackling anti-social behaviour and public disorder". Other reports have highlighted interest in drones and testing by police departments nationwide. Some protestors are even adamant that they have witnessed tiny insect like drones in deployment at anti war rallies. Such creations are certainly in development if not already in deployment.

Taser has been mired in controversy, since the wide uptake of its stun guns by police forces, due to the level of pain the devices inflict and the amount of deaths that have occurred after their use. Last week a perfectly healthy 20 year old man died in police custody after being shocked with a taser. Another 36-year-old man died Saturday five days after an altercation with police who used a Taser to subdue him. Last month a Polish man was killed at Vancouver airport after being stunned up to 4 times.

Further questions have been raised over more frequent police use of tasers. The guns are supposed to be the last response before lethal action, however, we have increasingly reported cases where police use them without warning and in non threatening situations.

Amnesty International has said there have been about 300 deaths around the world after Taser use and has called for it to be suspended while a full investigation into the impact is conducted.

On Friday, a UN Committee said the stun gun "causes acute pain, constituting a form of torture".

Despite this Antoine di Zazzo of Taser International says that no death has been attributed to the use of the gun and that the controversy is caused by misunderstanding of new technology.

When asked about the UN verdict on the weapons di Zazzo replied "You cannot call it real pain," and added that far from causing death, the gun "saves lives".

How long will it be before small flying saucer drones are zipping around our cities zapping people in order to "save lives"?
