I'm trying to upload a torrent on here but it keeps saying
'The .torrent you are trying to upload does not have the tracker announce url!'
But I did include the announce url and it still gives me this error.
Can anyone help me out?

Are you certain you are including JUST the tracker url, like this: http://concen.org/announce (as described on the upload page?). And that you are including it when you create your .torrent file within uTorrent (or equivalent)?

When I tried doing that, my torrent would never seed.
The only way I could get it to seed if I put this.
http://concen.org/announce?passkey=<MY PASSKEY>
^ That worked fine last week....but today the tracker won't even let me upload my torrent now.
I tried putting http://concen.org/announce instead of http://concen.org/announce?passkey=<MY PASSKEY> and it still gives me the error either way.

The proper URL is http://concen.org/announce

Never add your passkey to the torrent you are creating!! Use the one above, and follow the directions after you have uploaded your torrent, namely that you must delete the torrent you uploaded from your client, then download the torrent from the tracker to your client, then point your client to where you have your data. Your client will check that all the data is there and then tell the tracker you are seeding. Failure to do the above steps will result in failure to seed.

Once you get the hang of it, it's very easy...

Yeti's right there thebib62. You only need your passkey on AFTER the .torrent (WITHOUT the passkey) has been uploaded here. It's your passkey, not everyones

It's clear your just forgetting to re-download the file after uploading it. That's what you have to do, once uploaded click "Download Now" and point your torrent program to the files you already have on your system, after a quick check to ensure you have the files the .torrent file has, and there ya go, your uploading. Please, do let us know how you do, either way.
