In terms of cell phones in general, while it's communicating with a mast (or looking for one), it is emitting and receiving. What's more, it'll do that without any interaction from you and whether or not it's physically turned on is irrelevant.

I'm a self-confessed cell phone alarmist, but I do have some knowledge in this area, and in my view, the further away you can get from your unshielded microwave weapon the better.

Also, when it's charging the battery, DC pulses will be being generated. These can also be harmful because they seem to 'shock' the nervous system over and over, which doesn't go down too well over time. Computers with switched-mode power supplies, ie all of them, and any other mains-driven appliance with a 12v or 5v feed inside, ie lots of them, do a similar thing - and the interference often 'imposes' itself on your house main wiring too, making your whole environment, or sometimes just parts of it, rather toxic.

And then there are the smart meters...

It's a wonder we're alive at all.
