This video was clearly and inarguably posted here, and has been popularised elsewhere, due to the emotional factor of its content. Of course, emotion is often a requisite for Mexika's posts, and it's up to the rest of us to further seek tangible information.
Fortunately, it only took me a couple of minutes to find details on this incident:

In essence, the video was taken in 2004 when the daughter, Hillary, placed a camera under a scarf on her dresser expecting the event to take place as she had been beaten numerous times in the past. It was only posted last year because Hillary was scared of any consequences to her mother and sister if she posted it while they were living under her father's roof (if I'm not mistaken). Because charges weren't filed within the five-year statute of limitation, and depending also on whether or not physical damage was caused, William probably won't face any serious repercussions.
Hillary allegedly got the beating because she downloaded music which wasn't available for legal purchase (noted in the second link by Hillary). Her father, being computer illiterate, referred to the downloads as games, but whatever.
As for her mom... well, Hallie needs to get some help as well there, me thinks.

You say, it was released "last year"... yet last year was only a little more then a week ago... and it was late last year... which was recently! Drummer posted it on November 2nd, 2011... and it received no comments.

Funny how times can change, and rapidly. I was beaten worse than this, with a solid wood clothing brush at least 50 times as a child. The courts would have done nothing. The Children's Aid Society would have done nothing except make the problem worse.
Of course, my step father was too smart to attempt to beat me when I was 16 - he would have been beaten himself if he tried, and quite likely to a point beyond consciousness...

My comment was regarding the reason Hilllary waited so long to post the video or address the abuse issues. However, my attack on mexika, rather than mexika's not seeing it until recently, was regarding the lack of background details provided by said poster and the overdone, nauseating, sole reason of eliciting an emotional reaction. (Do correct me if my aim is off here regarding your concerns.)
Also, the fact that it wasn't posted until last year means it would be impossible for mexika, or anyone beyond Hillary and parties involved, to see the video.
I hadn't seen Drummer's post at the time, which is odd because I appear to have been active in the forums at the time. (Drummer did provide some background info on the video, but neglected to provide links. So there.)
If the reason for your confusion regarding my points is that you are partaking in anything green and fuzzy, you are hereby obligated to offer the rest of us some rather generous hits. >:)

Hell, teachers used to beat children in public schools. Many have recalled such fine days when they had the wooden (or metal in some cases) ruler whacked smartly across their fingers or butt repeatedly, or received a paddlin'.

I have a certain understanding as to why the public reactions to this video are not understood. People, particularly those in the U.S., have been trained by media (reverberated by society) to live in a constant state of fear. So a video like this creates an emotional response, people aren't trained to quiet that response and consider the situation rationally, then gang up against the perceived aggressor.
Note: HUMANS ARE ANIMALS FOR THE SAKE OF JEHOVAH AND HIS MAGICAL CLOGS. Please keep this in mind - there may be a test on this later.
People who live in shame for conducting similar actions can also respond defensively by being shocked if they perceive their own similar actions as an enemy, which humans do by nature unless trained otherwise. (TEST: What are humans?)
Regarding why the mother wasn't lambasted as much (if at all) as the husband, societies still perceive women as weak (again, particularly the U.S.). Have a look at how media's portrayed them as weak sex symbols. Christ, see how many of the revered ones have no meat on their bones? No fat in the areas that count? No signs whatsoever of any strength that women actually do have in terms of attributes including and beyond the physical?
The mother accepted her role. In this acceptance, she obliged, with will and forethought, the abuse of her daughter and the actions of her husband. She did this consciously, as all of the actions each of us takes are conscious and planned. If I tell someone that they're an utter retard with all the social grace of a bucket of vomit, the message goes into their brain, gets processed, and then a reaction occurs.
During the period between the processing and the reaction, one has the ability to analyse our response and modify it prior to transmission. It takes a bit of practice, certainly. However, if one commits an action against someone else, and chooses not to change that action for future events, the person in question accepts the responsibilities and consequences associated with that particular action. (This obviously doesn't apply to individuals with physiological development issues.)
Hallie's very responsible for her actions, and if she's still stuck in a state of self victimisation, she needs just as much assistance with her issues as Willie does with his anger (and backwater methodology) issues. I'm rather curious as to whether or not Hallie prodded Hillary to post the video to satisfy the former's own emotional needs to 'get back at William.' I've seen this behaviour in people I've associated with rather often.
