One thing I did notice the officer say is that the plate recogition flags plates associated with unlicenced drivers. My question is WHY? It instantly flaggs up if you havn't got insurance. Not a bad thing in itself. Just the implications that are scarey. No one wants to get hit by an uninsured driver.
